Russia "adapts" but only after first incurring huge losses. And all the while, the Ukrainian side continues to adapt and incur yet more losses on Russia.

They say it without saying it, if you know how to read these things: "But since Ukraine began using the missiles in mid-May, "we've not seen tremendous impact on the Russian force," Kofman said, "and part the reason for that is the adaptations in the Russian military that were caused by the introduction of HIMARS last June."
The clunky sentence mixing events from two different weapon systems and two different years is the give away. What adaptations did Russia make to deal with HIMARS last June, that was not of use mid-May, but is now? The most likely answer is a reference to the firmware upgrades made/being made to Russian air defense systems. They now have the "profile" of a Storm Shadow.
