It looks as though that is the plan. The attack was coordinated and the organizers need to bear most of the punishment.
I think that the organizers need to bear the most severest possible punishments. No way in hell should seditionists be allowed to skate or get by with only the barest possible jail time.
That should include Proud Boys leaders (several chapter leaders in that photo) along with Ali Alexander and the members of Congress he was talking to.
