I know this thread is three years old but want to give my opinion.
I hate people like you, OP. The epitome of selfishness, using silly qualifiers for who can and can’t come one a trip, despite the fact that a family member would be really hurt, so long as the qualifier preserves what you want out of a vacation.
I used to wonder why some of my girlfriends were just kind of blasé about other people’s feelings. Now I know that they do it to their flesh and blood, too.

It sounds mean and selfish and I would be very hurt. Please don’t do this to your sister. You will break her heart. Get her a different place to stay on the vaca if you are worried about the older kids keeping the baby awake.

My siblings go on vacation without us all the time. I have young children and wouldn’t take them skiing for exactly the reasons OP listed.

I got in trouble so I couldn't go to my aunts house in the summer but my sisters were allowed I felt really sad and we shared a room so when I ever walked in I would see them packing and it made me sad my little sister would just keep putting it in my face I just felt really sad.

It’s not that old. I find it weirder that so many people don’t have open and honest conversations with their siblings up front. I’ve had many where we have discussed and agreed that our kids are in different stages and how vacations together at the moment are not ideal. My single brother would never want to come with us. He loves the kids but it would be too much time together.
