What would make you think that USL-Y would turn away any teams?
You have to apply so I assume it's not a given? And there must be some sort of geographic considerations? They are trying to expand outside of their current zones.
Quick google search confirms this is mostly true :
USL-Y geographic rules
While the USL Youth League (USL-Y) does not grant exclusive territories to clubs, there are rules governing where teams operate to prevent oversaturation in certain areas.
Key Geographic Rules
While no club has exclusive territory rights, the league requires approval for all practice and competition sites. Clubs must operate within a reasonable proximity of their primary facility.
The league can reject facilities to prevent oversaturation in certain areas. Travel expectations vary by division, but games are typically within a 30-90 minute drive, though some travel to neutral sites may be required.
Examples of USL-Y teams in Northern Virginia include Northern Virginia Soccer Club and Virginia Valor FC, which centralize their activities in local areas like McLean and Centreville.
