She first asks if there will be boots on the ground. Then she asks if those boots will include Israelis. It's obvious the first question refers to Americans boots. Not hard to understand.

Israel could not supply the troops. It is a very small country. Its active duty ground forces are only 170k. They would be stretched to supply 10k troops. They are occupying Gaza, Lebanon, etc.
Add in the West Bank and Syria. You're right. Boots on the ground means Americans.
