Here’s an article re: the death declaration. It’s not a thing in DR without evidence of crime or a body. It’s pretty unprecedented even in US less than 2 weeks into an investigation. I hope the parents were united re this.

It was for religious (Hindu) reasons due to the the 13 days of mourning period.

Not really. Under no scenario should DR been able to forbid anyone from talking to "the witness" as he was holed up in the hotel. I'm not opining on the legitimacy of Loudoun County sending Barney or whether "the witness" should or wants to talk to Barney. But he absolutely should have been free to speak to anyone he wanted to.

And VA did speak with Ribbe.
