Let’s wait and see. I suspect it will be close to 200 people charged w some form of coordination. Not holding out hope for the planners & funders but some PBS, OKs, & 3% going away. None for long enough.

Conspiracy would require more, like plans for what to do next, this was more like just walk over and occupy, they were not able to take over the government or to rule
