I think it's more that he's not particularly smart. Fani, on the other hand, knows what she's doing.
I’m going Occams Razor on this and assuming - because he seems so dumb - that it’s a twofer of WH political interference and fraudulent billing. Probably took a 30 minute call and billed 8 hours for it.
