Hmm. Deeply troubling. This is an important age group for development. Do you really want to entrust them to an organization that can't seem to stay out of it's own way?
Beyond that, our country is so big and the population so varied, that any one program or standard cannot apply to all. There is not one single best way to develop. Development will ultimately be in the hands of local clubs no matter what they do, so I think if there was USSF input here, it should be in training coaches to develop, not to prescribe training methods.
