I don't think you know what "worst" means. Michigan is ranked #27 nationally. There are 4,298 institutions in the US that grant a bachelor's degree. 27/4298 puts Michigan into the top 1% of institutions in the US.
It's more like Serena Williams playing the Australian Open, instead of Wimbledon.
