If he really want to make government more productive and efficient, he should change the rules to make it easier for federal government to fire these people who have bad performance. But still hire capable hardworking people

You read about as well as Trump does. The executive order specifically states
"Contracting outside the Government to circumvent the intent of this memorandum shall not be permitted."
The point is that they want a full hiring freeze for 90 days. Agencies will not be allowed to generate contracts to substitute for hiring. There are exemptions for positions that are considered critical or would cause loss of service.
"The head of any executive department or agency may exempt from the hiring freeze any positions that it deems necessary to meet national security or public safety responsibilities. In addition, the Director of the Office of Personnel Management (OPM) may grant exemptions from this freeze where those exemptions are otherwise necessary."
So, positions that are essential for national security or public safety will be filled. Other exemptions can be made by the Director of OPM. Otherwise, wait 90 days for the OPM/OMB directors to come up for a plan for reducing the federal workforce through attrition. That usually means buyouts for those people of retirement age to force them to get off the rolls. Since those are typically amongst the highest paid individuals, it saves a considerable amount of money to buy them out.
For those who think that this another one of Trump's crackpot ideas, this has been done by many incoming POTUS's as a way to trim spending on federal employment salaries. Typically after the period (in this case 90 days), they release the plan, and then slowly over the next several months, they slowly allow more and more exemptions to allow those most critical job vacancies to be filled, while keeping those that are not as necessary unfilled. It also encourages agencies to shuffle personnel around from one project to the next so that the workforce covers the most critical needs. It is thought by some that any job that can remain vacant for several months to a year without the agency reallocated another internal transfer to fill it will be less critical and more appropriate to just not fill.
