Down a little on the page, there is a chart that states MOCO is at 7.5/100K residents (7 day average)
Not trying to poke holes in anything, but they seem to be the same statistic with widely divergent numbers adn I just want to understand what these numbers mean.

A mask mandate for vaccinated people, would encourage vaccine hesitancy. This is why CDC dropped this recommendation in the spring.
Posts that call for or publicize mask mandates would encourage vaccine hesitancy, and are liable to be deleted by the admin, per his statements.

Nobody thinks it's normal behavior. It may, however, be normal behavior as part of a set of mitigation strategies during a pandemic. I can't make other people get vaccinated. I can wear a mask.
