My son has had a similar experience seeking volunteer work, and I sat at the computer with him last weekend because I assumed he wasn’t really searching or giving up too easily, and he had an experience like your daugther that for every promising lead, after several clicks to sign up there would be a message the org isn’t accepting volunteers at this time (I assume all due to covid).
Right now I can think of 3 or 4 remote or online volunteer opportunities that organizations provide and will sign off on volunteer hours for.
You and OP's kid are not looking hard enough or not that interested.

Anonymous wrote:So why can't your kid get certified in swimming? You make it seem like those are the only volunteer opportunities open so, if that's the case, get get signed up and certified....should have been done back in Feb.

that's a great lead, but they mostly appear to be year round PT jobs, not summer PT jobs.
If they only want summer try
Parks and Rec departments: cashiers, trail maintenance, etc.
Pools and Country Clubs: cashiers, lifeguarding, caddying
Camps: lifeguards, counselors
Go into Indeed and use "summer" as your key word.
I did... all related to the pool - life guard ad swim instructor. DC is not a strong swimmer.
Summer jobs for teens are pretty popular, so I don't think it's that easy to find a PT summer job here.
