she could t find someone because of the pandemic. I get that. I couldn’t find a sitter for my kids either for several months. You can be beautiful and still a bad parent. The mom worked part-time. She should have hired someone given she had FIVE kids. That is too much responsibility for a 14 year old.

It doesn't take a village. It takes a responsible parent. Mom CAN work but she needs to get a responsible adult to look after her FIVE kids. A 14 year old is not qualified to watch 4 kids plus manage her own education. She clearly has money for the things important to her like her hair and nails. She can pay for a adult babysitter or have the kids go with their Dads'. Its not the neighbors job to take care of her kids.

After the first time the 4yo escaped the 14yo, 14yo shouldn't have been babysitting for a long time.

Her daughter shouldn’t be responsible for a toddler and has no reason to feel bad. What has the mother been doing this whole time that she can’t afford a certified babysitter? What job does she have? What educational level?

Her village is the guy who fathered the five kids. Where is he?
He might be providing some spousal or child support since she just recently tried returning to work.
Or she’s been sitting on unemployment for 1.5 years and decided to stop being a welfare queen this month.
