I saw them in the ground while gardening this weekend too. Turned over a log and there were multiple holes, and a cicada still in its brown exoskeleton crawled back down a hole when it saw the light. That said they won’t start laying eggs immediately when they emerge. You can wait until a substantial number have emerged and are flying around before you net your tree. I think it will be another few weeks.
