Differences are larger than a fraction of a point - in many cases greater than 2. But even then - that's not as good as actually watching the teams play and I have - at least at my DS' age group. And there is no comparison.
There is no top NC or SC ECNL team that is more than a point higher than the top MD ECNL team. For me, its not worth it having my kid miss a day of school and travel 8+ hours to play a team that might be a fraction of a point better than he can play an hour or two away if that means he also misses school and travels 8+ hours to also play crappy teams. Since neither of us gets to decide, looks like there is no point in arguing further and we will have to agree to disagree.

No - it's not close. The Maryland teams are a LOT weaker.
Here are rankings pulled form youthsoccerrankings. In only one age group is a Maryland team the strongest and in every age group four out of the top 5 are from the Carolinas.

I agree that I would rather a short drive to play a weak team than a long one. But I would rather a long drive to play a good team than any drive to play a weak team. And there are almost no teams in Maryland which can give the better VA teams any competition at all.
Put YSR’s score next to each team and tell me it’s not close. YSR isn’t an exact science. If you are within a point or two it should be a competitive match.
. However I've seen a broad cross section of both the Carolina and Maryland teams over the last two years with my own eyes and there is a huge difference. The Maryland teams - a couple of Pipeline age groups excepted - are nowhere near the better Carolina teams.
