A friend of mine years ago waved to someone in the parking lot being friendly at the grocery store. She did not know the person. The guy followed her home and raped her.
Wave to people you know, otherwise be cautious.

Hi pp! I'm going to wave at you every day.
There was a woman who I waved to nearly every day for over a year, and she pretended like I didn't exist. Then one day, she did a head nod. Then eventually a tiny flip of the hand. Then she started initiating with a pretty solid big wave every time she saw on me. Sadly I moved a short distance away and no longer see her, but this is actually one of my proudest running accomplishments.
I will win you over. It may take time, but sooner or later you will be one of Those People.

Your knees will give out and turn to sawdust before I wave back.
