4-6 months is the ideal time to be exposed to peanuts to prevent allergies. The recommendation is to wait to 1 year to add in cow's milk, but not because of allergy concerns -- add in yogurt or cheese with milk solids before then.
The cow's milk thing is more an opportunity cost thing. It isn't a sufficient replacement for breastmilk or formula under age 1, but a kid who drinks milk is likely to be an the expense of breastmilk or formula. Cheese and yogurt are totally fine for under 1.
