Sure. But when they faced other ECNL/ GA teams they got beat up. We don’t like scrimmages on DCUM, but; when they played them thee did not do well. Will they step up and get more competitive?
For the purposes of this discussion, obviously only boys are relevant since only the boys are joining ECNL. They're a bit far way for scrimmages and I'm not aware that the NoVA clubs scrimmage them often or even at all. I'm willing to be corrected - but can you provide opponents and scores?

I agree BRYC is weak. Skyline is significantly better than BRYC. I would say that Skyline boys are better than all of BRYC, McLean and Loudoun. They are not as good as Arlington or Richmond.
So they may not be ECNL quality - whatever that is - but they are better than plenty of local ECNL clubs.

I know my geography. It's like CCL but a bigger scale. Crappy teams still play CCL 1 because you have to have a team in the top division. BRYC is one example. Not drawing in the players for whatever reason, but they continue to play ECNL. They're not moving them out to ECNL-R where they probably are better off. And yes i believe that NOVA parents believe all their kids should be playing at an "elite" level. So there is a dilution of talent.
ECNL is the "it" league for the moment. That will change, it might take three or four years, but it will happen. If you don't believe me, look back at the posts from 2017 and see what leagues people were talking about.
