Thank you! I guess I'm wondering how that was determined before the tournament? Sorry, totally new to this, but trying to learn.
They look at results to figure out who should be where and coaches usually get input too. It's not an exact science and every now and gain you end up with mismatches - but in general they get it right. As the PP said - there's not a whole lot of difference between the middle divisions.

The first flight has the “best” teams- Championship. Next flight down is elite with a color- orange higher vs black, next came superior with color, etc, etc.
