6. Baltimore Armour GA 07s (Fun coach who has retained it's players for years now but not much more upside)
7. Baltimore Celtic Union 07s (IMO, may lose players to MD United or Bethesda)
8. Coppermine Premier 07s (Wildcard, unlikely to lose players to Pipeline however, Celtic Union is in the area...)
9. VDA ECNL 07s (FCV has taken at least one player, can they take anymore?)

All I can say is enjoy it while it lasts FCV. Every team behind 07s is really struggling to make progress. The "Champions League" is the only hope for continuing success but it's going to take some major changes to get there. GA is also going to be a tough sell moving forward with 4 quality ECNL programs. Say what you want about Loudoun, but the younger ages seem promising.
It's not illegal if you get permission from both giving and receiving clubs.

Shame these teams aren't able to compete against one another as it would be an aggressive division but I agree with another post that most of these teams do not reflect the overall strength of the club but more point to luck - good coach, good core unit etc
