PPs seem to be talking about 2 different types of surveys.
Yes, there were surveys about DL vs. hybrid.
I've never been asked to complete a survey about the quality of instruction, for ELA, math or Mandarin, or school leadership.
I'm not moved by the fact that almost all of the other parents are supposedly happy with the Mandarin and ELA teaching situations (um, worst score for white kids in DC) and the head herself.
Time to move on whatever happens with hybrid.
Ok, but this thread is about the school's hybrid plan and specifically, the surveys related to the hybrid plan.

Them why do parents feel blindsided? Why do they say there is a lack of transparency?
Not all parents feel this way. For those that do, who knows why they feel that way? Maybe they didn't read all of the emails. Maybe they didn't attend the zoom meetings. Maybe they didn't fill out all of the surveys. It's a lot to stay on top off and I know there are times when I've skimmed an email and missed information.
Again, I'm not saying that YY has done everything exactly right, but I also can't explain why parents are confused.

Not YY family but they asked and if families who wanted hybrid got it, then I don’t understand why everyone is upset.
I mean it’s logical that with this change there might be some re-arrangement of teachers.
YY parent here. This is 100% accurate which is why we have been so suprised by the response of other YY parents. I can understand if a parent repeatedly selected '100% hybrid/return to school' on every survey and did not get selected for hybrid. However, if a parent repeatedly changed their selections then it is fair. YY administrators can not be expected to read the minds of 400+ families.
But there was never a clear moment where parents were told "this is your final selection." If you weren't sure about hybrid in October, apparently you were never allowed to become more confident later.
