Why does it matter - to make your point - to indicate a person’s race?

This method of teaching simultaneously in-person and remotely has been used in other countries in the pandemic, because they had locked down harder initially and had lower numbers. Has it been used elsewhere in the US a lot? and I wonder how much the DCPS teachers/staff were able to learn from those other experiences.
Also, if there are 2 groups of kids taught in-person by the same teacher several hours a day on different days, and a kid tests positive, don't both groups of kids, don't both groups of kids have to quarantine?
