Hey OP, I think you ask your friends because people on this forum may be too old or too prudish to understand. I am too old, but I am fairly open minded so here is what I see in a best -case scenario:

Your sister and this photographer know each other. He likes her photos because he is being supportive, like "nice work, friend!" Then he met you and you two hung out. He continues his normal activity of giving your sister supportive likes on IG. He doesn't lust for her body, he just thinks he is being a friend and/or professional contact, so why would he stop? Artistic types are different, and I solidly believe this version is plausible.

But if not, here are things you can do to find out:

Ask your sister what she thinks about the vibes she gets from guy
Ask the guy how he thinks about your sister

You are not exclusive and he is not that interested in you. He can like naked girls pictures on Insta all he likes. The fact that he likes pictures of your sister, hmmm, I would take that as a sign he isn't for you and move on.
