What in the world are you carrying on about. Please show the data to support your hypothesis that seminary bike lanes have had any meaningful effect on hospital transport times.

If by infrastructure you mean road network and layout, there is likely an overlap with the transitway and the original landmark mall retrofit of the area that will still likely be applied. With the land across the street from the mall also slated for redevelopment, I imagine the developers will coordinate with the city.

If the mini dealership gets bought out it could make for an interesting few blocks a decade down the road
