Or are you suggesting that cheating has to happen in a chain? Just remember, cheaters often cheat up and not down. If they're ugly, probably not a worry. There's always the potential of course for "slumming it", but that's reserved for fast-food workers on the road.
Lastly, that leaves the most likely answer: fun flirting that could lead to more, but hasn't yet because the thrill of somebody else is satisfying them enough for now.
