Yuck, not Penn State. For so many reasons. I don’t know why that is always suggested on here. The rest of the list looks good.

NP. 1350 is probably just under the 50th percentile. I would probably submit, though applying test-optional is also a reasonable way to go for OP.
I think a private counselor would tell you to submit anything over a 1300. This is a weird year, but, I too think a 1350 is a great score. Even if she doesn't get a straight admit, I would think it puts her in freshman connection range.
