My DS goes to a state university in PA. Classes started on August 17. They aren’t operating as normal, but no testing was required for students before classes started.

Christendom has kids in campus (front royal) and a small university in Florida also moved kids in. I think they will be quick to ditch the masks and move through the levels of distancing (can’t leave for visiting Beyond your wing, then your floor, etc).
