There are a lot of girls that start at that age. Not too late, especially if she has decent hand/eye coordination or is mildly sporty to begin with. We're in MD so I can't recommend specific leagues, though.

I would look at McLean Little League Softball. I think signups are open right now for fall ball. https://www.mcleanll.com/

No, but they can do all of those alone, with friends, or with their parents.

Generally no cause for concern unless it is travel level (like out of town travel). That often involves the whole team and families staying at hotels together, team meals, etc etc. But for a town/city league where the kids play the game and go home? Really not a problem.

My DD is on a travel team. Mostly this year we are playing tournaments we can drive to that don’t require hotel stays. We have done one tournament this month that required a hotel stay. However, we did not do any socializing after the game - no team dinner or hanging out together at the hotel - and socially distanced and wore masks at the fields. It takes some of the enjoyment away, but first and foremost we want everyone to stay healthy and secondarily we want the girls to continue to be able to play.

Swim team
Not risk free but teams are spacing the kids more and being very careful with masks to/from the pool.

Ask any team you join the rules and observe a practice if you can. Most teams are social distancing. Kids aren’t sharing things.

Biggest issue are parents gathering together Or if a team does tournament without strict rules. But that is travel level.
