People's AC will will break, contractors will need to go out. Ditto for other emergency contractors - electric, plumbing, utilities, construction, etc. Fire/EMS need to work. People who work in long term care facilities cannot stay home (this is a big part of how covid spread). And regular hospital/medical staff. All those people have families, and live in households where the essential personnel needs to go out.
We're just going to have to live with this to a degree. If you're high risk, STAY HOME.

In the Post today there are some advocating a hard shutdown as one of three scenarios going forward, but I'm not sure they'd get the public support for that option.
