Doctor is just guessing. EVEN IF - best case scenario - vaccine is done by December, don't know efficacy and then we're faced with the issue that not everyone will want it. Anti maskers will turn into anti-vaxxers. Will that make a difference? Who knows but I think Jan/Feb might be too early. My guess is right after spring break.
We're faced with the issue of actually getting everyone (or enough people) vaccinated. How long will it take to vaccinate 328 million people?

Not all camps are outside.
The difference is in the absolute numbers. Students plus staff = almost 200,000 people = roughly one *fifth* of MoCo residents. Sure, they will not all be in one place, but the probability that an outbreak will happen is so much higher.
Roughly four-fifths of MoCo is currently out and about, not in one place.

Not QP here but I'll chime in. It doesn't say that but the proposed draft plan is NOT completely clear on the hybrid approach. In one instance, they say learning will be in person based on group/grade/etc. But then later they said all kids will start the year VL with the goal of getting everyone in school by November. Contradictory statement unless I'm completely misinterpreting.

Yup. Sports practice, camp, pools, parties, senior beach week for pete's sake - but no school.
None of those are being sponsored by governments. Private citizens can make bad decisions for their families with less consequences than local and state governments. We declined a pool party this weekend. The invite came in a group text. I said I didn’t feel it was a good choice for my family under the current science. The hosting mom is very irritated with me now because she thinks I ruined it for other families by pointing out the risks. I never knew I was that charismatic by text.

If you actually cared about Science, you would realize that being outside at a pool party is quite safe.
And being a jerk and trying to assert your virtuosity by making condescending remarks against the host via text is tacky and rude.

I think the confusing part is whether this means that will be the ONLY option or AN option.
Especially for elementary the former is an absolute disaster.

If you're in the last group, it's definitely virtual until November. Anyway it seems pretty clear, at least to me, that "through November" means "some time". There's nothing magical about November, infectious-disease-wise.
