I would expect DCPS will ramp up to inperson from DL if only to allow for time to teach the kids what they will need to do once they get into classrooms.

That's easier said than done. My daughter for example will be entering middle school. Their plan is to have 6th graders mon-tues and 7th and 8th graders thurs-fridays so siblings could be in the same school and have to be there on different days.
