I think both are a bit much for my taste, but Theodora offers a lot of NN options. Teddy seems like it will only work for a baby/small child (my cousin named her daughter JUST Teddy, not short for anything, and my whole family resents her for it!), but when she grows up she can go by Thea, Dora, or her full name.

This is a good idea! There are so many great T names:

Teresa
Tatiana
Thea
Tabitha

Bear is more of a stretch, but there are other names that are conducive to the the Teddy sound. (Though, I like the T names better)

Dorothy
Athena
Bernadette

I think if the goal is to call her Teddy you can just pick any T name, and almost any T name would be better than those two (sorry). Teresa, Tenley, Tegan, Titania?

Or you can come at it from a different angle and give her a name that means or alludes to "bear" and still use Teddy as a nickname. Options: Bernadine/Bernadette, Artis, Ursula, Winnie?

I hate both of them -- but Thea is one of my favorite names. If you're choosing the name because of the nickname, just go with the nickname and find an appropriate story to go with it if you feel you need one.

I like both! Probably like Theodosia slightly better, but that’s probably the Hamilton effect. Also like Thea nn Teddy.
