No, it doesn't "over enroll every year". In fact, it underenrolled three years ago which is why they brought in the consultant to come up with a better system for predicting whom, of the offers made, would actually show up.


Well, they should have kept the consultant. This year is the third year in a row they have claimed to have over enrolled.
