It is not the neighbors driveway. It’s a shared driveway meaning that both neighbors have easements to use it to get to their garages. Imagine a Y shape and the neighbors are all but blocking the exit. Not okay.

Fine, then do it. Park your cars in the way that you say blocks all the cars. If they can get out fine, it may be just that you're overstating the problem. Tight parking is a fact of urban life, are you sure you're not just wanting more space because it's easier?
