I knew by age 3 backtalk was not tolerated. My children also knew so I think it's only developmentally appropriate by parents too lax and lazy to instill discipline.

Two things OP listed were rude, but not backtalk. They were just rude. All of the other things were developmentally normal things. And understanding child development makes it easier to address bad behavior like rudeness effectively.
