Stores have been allowed to be open this whole time if they wanted to limit the store to 10 people. Most stores just didn’t bother.
Because it's impossible - you have to count the employees in that 10.

NP - yes. We shopped at LL Bean today and did a lap around the mall. What is it to you where I choose to shop? I hate ordering things online for myself, as I like to make sure quality is good and size fits well. My DCs — no big deal, I order online for them.
