Better nicer mowers can mow damp grass. And lawn services can for sure but they don’t work on weekends.

8am is definitely fine, but 9 if you feel extra considerate. 10am is absurdly late.

I would not before 10 on Sunday. Yesterday was warm and dry, you should have mowed then (like my entire block did, some starting at 830).
