Both are distracting. However:
1. There is evidence that talking on the cell phone is more distracting. See here, for example: https://journals.sagepub.com/doi/full/10.1177/0018720817748145
2. The fewer the distractions, the better.
3. It is not realistic to make it illegal to speak to people in the car, but it is realistic to make it illegal to use your cell phone in the car.
Seriously, just put the phone away, please.

That's ridiculous. So what you're saying is people need to be completely unable to communicate with the outside world when they're driving. What if it's an emergency?
It's 2020. The reality is people communicate on the phone while driving. Using a hands-free device is perfectly fine. In fact, most new cars have built-in systems to facilitate it.

No. What I'm saying is, when you're operating a motor vehicle, you should be required to stay off your phone.
Using a hand-free device is not perfectly fine. It's distracted driving.
And it should be illegal for Ford (or any other car manufacturer) to build voice command systems into their vehicles to make phone calls.
Almost every new car has the ability to use voice command to sync with your phone and make calls. Both of ours do...Nissan and Lexus.
The means of making the call is irrelevant. It's that the call is being made at all. That's the source of the distraction, not whether the phone is pressed against your ear or not. A person making a phone call, hands free or not, isn't focused on driving. And that's the issue.
Phone use while driving is the problem. That's what needs to be banned.
