Actually he threatened a female classmate after a fight over a pencil. Seriously?! In 6th grade? Over a PENCIL?!
That school needs to be shut down. It's not serving the kids with that kind of violent culture. These are the same kids that fight at NOMA all the time and stabbed a fellow student last year.

He will enter the juvenile justice system. Don't be an ass.
Since when does DC discipline juveniles delinquents?
You do know that DC has a youth jail aka the juvenile detention center?
Your point? They all get a slap on the wrist and end up back on the street.
and eventually they'll end up back at DCPS at their neighborhood school, you can bet KIPP won't be taking this child as a high schooler!
I work for the city and trust me, cops don't even usually bother minors with handguns. Nothing happens, they are released within 12 hours, none go to juvenile unless I killed or critically injured someone. The average person arrested for murder in DC, already has at least 10 prior gun arrests.

The question here is why do charter schools like KIPP expel the child from their school and leave it to a DCPS school to solve the their issue?

I guess all the schools in DC should be shut down then?Violent culture outside of school comes into school. Most schools are safe places but weapons have made their way in. This isn't a KIPP problem, or a charter problem, or a DCPS problem. It's a community-wide problem and needs to be addressed both outside of school and inside of school.

Gun at Wilson: https://www.washingtoncitypaper.com/news/city-desk/blog/13070196/gun-found-in-students-bookbag-at-woodrow-wilson-high-school
Spend any time searching and a bunch of articles come up. Parents and school staff need to come together and come with solutions. Schools of all types need to be safe and no school is immune to this type of nonsense.
