Same, I have Eastern European heritage and get very dark, very easily, and I rarely burn. Kids are the same.

It's not ok because at public pools in the US we follow general standards and norms. Girls who aren't toddlers wear bathing suit tops. That is all.

No. If my kid thinks it's odd for a 7yo girl to not wear a swimsuit at the public pool, it means he's being raised in the United States and notices things that are out of the realm of typical or usual. Again, YOU are the one who is being foolish for thinking social norms don't exist. It's a simple concept: if you allow your child to do things that go against the grain, people will notice. It's YOUR job to help your kid deal with the responses.
