If they have enough kids try out, some clubs will create extra teams.

As far as turning down an offer at U9, as PPs have mentioned, many kids try out for more than one team so it’s likely they just accepted a spot on a different one.

Tryouts are early enough that people try out to keep options open. Then decide they like their current team. Or their friend didn't make the team. Or the coach seems no better (maybe worse) than current coach. Or the commute to the practice field was longer than expected.

Right. They may field only 2 or 3 teams so some kids get cut.
