I recommend you look close to Chevy Chase, DC side, along upper Connecticut. The Chevy Chase neighborhood has many teenagers who attend the local private and public schools. But really the apartments along Connecticut Avenue in the areas of Cleveland Park, Kalorama, or Woodley Park would also be good choices.

Being around downtown Bethesda is great for a teen— lots to do and easy access to DC (or, in the other direction, Montgomery Mall)
