They serve different needs. I don't know about MS but in ES the children in the Asperger's program have a self-contained classroom as their homeroom. They stay there for reading, writing, and usually for lunch. They try to "push in" to mainstream classrooms for many other subjects. For resource services the children are assigned to general education and "push out" in small groups or individually a few hours a week for instruction in their area of need. It might be an academic need or it might be a social or behavioral need.
