Just leave her alone. If she wants to be in her phone at the pool or beach, let her. But then tell her to put it away at dinner.

When my 16 year old DS and I went on vacation together last year, we set a rule that he could have 'phone time' for an hour or two a day, but the rest of it we were trying to do things together or at least not be on the phone.
It helped a lot, because he knew he was going to get the downtime he needed. I also let him go off and do things by himself some, even if it was just wander the streets for an hour and see you later.
