Have you been to these places or did you just pull the names out of your ass? Lynchburg has far more interesting architecture than College Park, and Blacksburg has a better natural setting.
College Park is just bland and a few rainbow flags and a ramen bar isn't going to make it cool.

Silver Spring - maybe could be considered cooler.... they have AFI silver, have the Fillmore venue, but are a little bit too cookie cutter to get 1st place
Bethesda - yeah, really nice, but not as "cool"
Clarendon - also has performing arts, bars, restaurants etc, but too douchey
Takoma Park - too crunchy, too old
anything farther out in Virginia than Arlington - no, just no
What is nice about Bethesda? It feels like an office park.

Administrators are trying to make College Park a college town on par with Ann Arbor, Chapel Hill, etc, but it will be very difficult to attract staff/faculty who have families to live in CP when MoCo/HoCo schools are so much better than PG County.
