Dogs that will bite strangers essentially unprovoked should be put down, or kept out of public. Biting a child that tries to pet a dog in a public place counts for unprovoked.
It isn't unprovoked if someone touches or tries to touch the dog. The dog feels trapped and as if it is being attacked. Don't do that

They didn't put down the dog because of the guy. The dog was put down because of an irresponsible owner. Thankfully it was an adult not a child. The dog and the guy deserved better.
BS. A person put their hand in front of a dog’s face which is a provocative move. If someone did that to me they would get pepper spray and a 911 call. All perfectly legal. Keep your hands to yourself. If you can’t control yourself I recommend a good therapist to work through your issues.
