Safety schools are schools that typically have over 50% acceptance rates and are also financial safeties.

Start with the safeties. It's good you're asking, Op, first rule is -- you start with the safeties. Love thy safeties. Concentrate, first on finding safeties you love. You don't go looking for safeties after deciding on dream schools.

+1 and will get merit as well. Bonus that it is an excellent school and easy driving distance.

Good list. Add Ithaca, Juniata, Case Western, Clark, Connecticut College, Earlham, RPI, Skidmore

And if she'd be OK with a women's college, they're all looking for STEM majors - Bryn Mawr, Mt Holyoke, Smith

Case Western is not a safety.

Agree. Neither are Kenyon, Muhlenberg, Denison.

Muhlenberg is very great, but has a nearly 50% acceptance rate and a 30 ACT 75th percentile, and they would take no offense being considered a safety by a student with the OP's stats. With our without full-pay, but close to a lock if full-pay.

In our experience last year with a girl with similar stats also interested in STEM, CWU, Muhlenberg and Denison were all safeties for full pay students (and CWU also offered merit aid). Kenyon would probably more of a match for a high stat STEM girl. All those schools really like full pay kids from the DC area.

My dc got accepted to Case Western this year with very similar stats and got good merit aid.

They like full pay kids regardless of geography.

Hard question because there are many small schools that would be a safety for that student. Many mentioned above really are not true safeties either. Geography aside, you may consider the following:

Muhlenberg (seconded)
Union
Hobart
Hartwick
Ursinus

Lafayette is not a safety.
