If YouthSoccerRankings are worth anything, the McLean 2008/U11 Green girls team is definitely the top squad in NCSL for the age group. I think these YSR pages are for the same McLean team (Green):

During the fall NCSL season, McLean Green won all nine games, with 54 goals for and 4 goals against.

In this NCSL age group, there were six other girls teams (out of a total of 35) that allowed fewer than 10 goals in the 8- or 9-game season. Only one of those teams was already in the same division with McLean Green.
In hindsight, it appears that "only" four other teams in the top 10-team division truly belonged (per YSR). If NCSL were to promote/relegate teams for the spring in this age group, perhaps McLean Green would face a higher, more consistent level of competition across the entire season in a 10-team division. But, based on the numbers as they are, McLean should come out on top, as they are one YSR point better than all other teams (26.09/26.67 vs. second-highest 24.78 as of early January).
One of the problems of putting your top teams in NCSL is the lack of divisions. Then at U13, they move those teams into Girls ECNL where they are unprepared.
