It's not "wishing something bad" - it's looking at it like karma. Just like drinking and driving, or texting and driving, it would be AMAZING if people respected the law and were considerate of how their actions could impact other people in the first place. But if they can only be bothered to think about their selfishness, then que sera sera - hopefully no one else is harmed by their selfish, ahole decisions.

It may not be a felony, but one is required by law to clear the snow off the roof and hood before driving.

Slow down and back off. If snow on the road freaks you out too much even for that, stay home. Then you won't need to waste so much energy worrying about what other people do.
